A Foreign DSC is a Class 3 Digital Signature Certificate issued to foreign nationals residing outside India, or to overseas companies and entities that need to transact on Indian government portals. It is issued through the same Licensed Certifying Authorities empanelled with CCA India (eMudhra, Capricorn, Sify), but uses passport and visa-based identity verification instead of Aadhaar.
Foreign nationals who are directors of Indian companies must sign MCA21/ROC forms with a valid DSC — an Indian PAN and Aadhaar are not required for this. Overseas investors transacting on SEBI or RBI regulated portals, foreign entities bidding on Indian government tenders, and non-resident individuals dealing with Indian e-government portals all need a Foreign DSC to meet digital signature compliance requirements.
